Teresa Scaggs

Senior Human Resources Consultant

Teresa Scaggs assumed the role of Senior Human Resources Consultant in the Office of Faculty Affairs in April 2023. She is responsible for supporting faculty-focused programs and initiatives, policy interpretation and development, and providing guidance on faculty employee relation matters. Prior to her new role, she worked for a large healthcare provider as a Regional Employee Relations Manager, leading a specialized team that supported over 12,000 employees across 16 states. Teresa’s tenure with UNC Chapel Hill includes service as a Senior Consultant in the Employee & Management Relations Office from 2017 – 2021, where she provided comprehensive consultation and actively engaged with employees and leaders on employee relations matters.

Preceding her relocation to North Carolina, Teresa worked for the Wisconsin Technical College System for over 20 years and held positions in human resources, labor relations, student accommodations, financial operations, workforce development, and legal services. Her last position at Milwaukee Area Technical College was as a Student Services Manager, where she was responsible for the daily oversight of 11 student services departments at the Mequon Campus. Teresa holds a BA in Management and Communications and an MBA in Human Resources Management from Concordia University Wisconsin. She is a certified employment mediator for the State of North Carolina.
